Migrant Workers Become Immigrants, Keeping Talents but not Wealth

On 17th Feb, the Executive Yuan passed the "Permanent residency plan for migrant workers, foreign graduates ", which is applicable to migrant workers who have worked in Taiwan for more than 6 years, and foreign students who have obtained an associate degree or above in higher education in Taiwan, aiming to retaining talents for a longer time to keep experienced and excellent talents. It will also allow overseas students who come to Taiwan to study, are familiar with Taiwanese culture and intend to stay, to have corresponding employment channels, and relieve Taiwan's shortage of "intermediate skilled manpower”.

The Rerum Novarum Center examines the long-term migrant workers. According to the Employment Service Act, migrant workers are allowed to work in Taiwan for a period of not more than 14 accumulated years (family nursing job workers). Therefore, the government has adopted this plan to allow migrant workers who are already familiar with working in Taiwan to stay and reduce the loss of human resources. However, in order to ensure that the retained migrant workers are skilled and experienced enough, and to avoid crowding out local workers, this scheme sets thresholds for migrant workers’ wages and skills

Rerum Novarum Center affirms that the government attaches great importance to the experience and work commitment of migrant workers in Taiwan, but this plan does not correspond to the current situation of industrial and social welfare migrant workers and wages. If we want to improve Taiwan's mid-level technology industry, foreign migrant workers are our important capital. But from the perspective of these migrant workers, how many people can really qualify for retention?

The goal is to retain talents and relieve Taiwan's shortage of intermediate skilled manpower. It is worth to discuss the salary threshold set up to ensure that the retained migrant workers are skilled and experienced, and to avoid crowding out local labor employment. Rerum Novarum Center calls on the government to continue to review and optimize the working conditions, to make the migrant workers feel the goodwill of the Taiwanese government. They will have a greater willingness to stay from the bottom of their hearts and devote to their life dreams and the land of Taiwan.
